Impact Evaluation of Latin America Laboratory for the Evaluation of Educational Quality (LLECE) by Annie Place, 2009 This article is an evaluation of the IOS’ (Internal Oversight Service) evaluation of the Latin America Laboratory for the Evaluation of Educational Quality (LLECE) program.  LLECE is an assessment network and system that evaluates the quality of K-12 education in Latin America, which is supported and coordinated by UNESCO.  IOS’ evaluation measures two things: the affect of LLECE on Latin American education systems and UNESCO’s support to LLECE.  The evaluation of
IOS’ work is suggestive of ways the evaluation could have been better implemented to gather more in depth information for a more well-rounded analysis.
